The Provincial Waterworks Authority (PWA) operates water supply systems in approximately 230 urban centres across Thailand's 76 provinces outside the MWA service area, serving roughly 3.7 million connections. PWA's mandate covers both water production and distribution, with significant variation in water quality and service continuity between large provincial capitals and smaller district towns. Expansion of PWA service to rural areas not covered by any utility remains a national target under the 20-Year National Water Plan. PWA is also involved in industrial water supply agreements for EEC zones in partnership with private water operators.
