Sino-Thai High-Speed Rail Phase 1 (Bangkok-Khorat)

Sino-Thai High-Speed Rail Phase 1 (Bangkok-Khorat / Nakhon Ratchasima) is the first segment of the Bangkok-Khon Kaen-Nong Khai-Vientiane high-speed rail corridor under construction by State Railway of Thailand (SRT) in partnership with the China Railway Construction Corporation (CRCC) consortium. Will connect Bangkok to Nakhon Ratchasima with 250 km/h service. Frames Thailand's integration into the Pan-Asian rail network via the Lao Boten-Vientiane railway and Mohan-Boten Chinese border crossing. Phase 2 (Khorat-Nong Khai) is in design phase.

Project segments

Phase 1 alignment

Bangkok to Nakhon Ratchasima (253 km)

Phase 1 covers 253 km from Bangkok's Dong Mueang Station to Nakhon Ratchasima (Korat). Design speed 250 km/h; journey time reduced from 4 hours by road to under 90 minutes by rail. 6 stations including Saraburi, Pak Chong, and Nakhon Ratchasima.

BRI financing structure

Mixed government bond and EXIM Bank of China financing

Phase 1 financed through Thai government bond issuance (approximately $5.19B) with EXIM Bank of China providing a concessional loan component for rolling-stock procurement. Chinese CRCC consortium handles civil works and track systems under a technical-transfer arrangement.

Phase 2 pipeline

Nakhon Ratchasima to Nong Khai extension

Phase 2 will extend the line 356 km from Nakhon Ratchasima north through Khon Kaen to Nong Khai on the Lao border. Connects to the Laos-China Railway at Vientiane, completing Thailand's segment of the Pan-Asian rail network. MOU signed; detailed design ongoing.

Watchpoints 2025-2026

Construction delays

Phase 1 timeline slippage risk

Phase 1 construction began in 2020 but has faced multiple delays from land-acquisition disputes, COVID-19 disruptions, and contract re-negotiation with CRCC over civil-works pricing. Original 2026 target for partial operations is at risk; 2027-2028 more likely.

Debt burden

THB 179 billion Phase 1 fiscal exposure

Phase 1 debt obligations of approximately $5.19B (~USD 5 billion) represent a significant contingent liability for Thai government finances. Ridership projections (100,000 passengers/day at Phase 1 opening) are contested by independent transport economists.

Geopolitical sensitivity

BRI dependency and technology transfer

Technology transfer terms negotiated with CRCC for rolling-stock localisation are in dispute. Thailand seeks 30%+ local-content manufacturing; Chinese consortium proposes 20%. Outcome affects long-term Thai rail industry development and BRI dependency concerns.
