The MoNRE Royal Forest Department hot-spring concession framework published in March 2026 creates 15-25 year lease instruments enabling private operators to develop and operate hot-spring access on forest-reserve land. The reform replaces a patchwork of ad-hoc local-authority arrangements with a national licensing pathway, clarifies water-rights royalties at an estimated 4-7 percent of source-water revenue, and introduces environmental-compliance gates around discharge and source-spring protection.
