Thailand's industrial plantation timber base reaches ~3.9m hectares of planted forest per FAO Global Forest Resources Assessment (2025) — distinct from the wider forestry, paper, furniture value chain. The Forest Industry Organization (FIO, state enterprise under MoNRE) operates ~78-79k ha of teak across 245 plantation sites concentrated in Phrae, Mae Hong Son, Chiang Rai (~55% FSC-certified), holding the legal monopoly on Tectona grandis harvest and export quota. Eucalyptus — ~24% of the species mix — is anchored by SCG / Siam Forestry's outgrower programme coordinating ~30-40k smallholder growers across the northeast (~50% of national eucalyptus area), feeding Phoenix Pulp & Paper (Khon Kaen, SCG-affiliated since 2001) and SCGP integrated pulp, paper. Rubberwood — the by-product of RAOT-managed para rubber replanting on ~3.6m ha across ~1.6m smallholders — supplies the Samut Prakan, Saraburi, Songkhla rubberwood furniture cluster that ships ~65% of Thai rubberwood production abroad to IKEA, Target, Home Depot, EU buyers. EUDR low-risk classification (enforcement deferred to December 2026 for large corporates, June 2027 for smallholders), T-VER P-REDD+ forestry carbon credits via TGO (24 projects registered, TGO Showroom marketplace launched July 2025), and FLEGT VPA negotiations frame the next 5-year regulatory economics.
