Thai Customs applies most-favoured-nation duty rates ranging from 5% to 30% across the HS chapters most relevant to Shein/Temu inbound parcels per the Thai Customs Department tariff database. Apparel (HS 61-62) typically attracts 30% MFN; footwear (HS 64) 30%; consumer electronics small appliances (HS 85) 5-20%; cosmetics (HS 33) 20-30%. The ACFTA preferential rate is zero for many HS lines when the consignee correctly claims origin, which most low-ticket cross-border consumers do not. VAT of 7% applies to all import value above the THB 1,500 threshold (which was effectively closed July 2024 by extending VAT to all parcels regardless of value).
